The question comes up often in consultation. The answer is unambiguous: no, penoplasty is not reimbursed. Here is why, and what it means.

An aesthetic procedure, not reimbursed

Like any aesthetic medical or surgical procedure, this one is not reimbursed by the French social security system — not even in cases of “micropenis”. It remains entirely at the expense of the patient who wishes to undergo it, with the aim of increasing his confidence and, in turn, his quality of life. The logic is the same as for other aesthetic improvement procedures: where there is no medical necessity as such, the national health system does not contribute.

Why this distinction

The social security system covers procedures aimed at treating a condition or repairing a functional impairment. Medical penoplasty, by contrast, answers an aesthetic and personal request: to be more at ease in one's intimate life, to gain assurance, to regain confidence. That purpose, however legitimate in terms of wellbeing, places it outside the scope of reimbursement — as with most aesthetic medicine procedures.

What this changes in practice

In concrete terms, the patient must factor the cost into his decision, without expecting any contribution, either from the state health insurance or, in the vast majority of cases, from private health cover. This makes the quotation given at consultation all the more important: it sets out precisely the sum to be committed, in full transparency. And it argues all the more for prioritising the quality and safety of the procedure over an attractive price: since the patient funds it entirely, it may as well be carried out under the best possible conditions.
